An Upgraded Precon begins with an official preconstructed deck but replaces some of its original cards to improve consistency, power, mana, interaction, or support for its primary theme.
A light upgrade might replace a few tapped lands and inefficient removal spells, while a heavily upgraded list can eventually retain little beyond the commander and central engine. The tag identifies the deck's starting point rather than a fixed power level.
