Jace filters cards, draws, bounces threats, creates copies, and supplies the secondary mill route. Jace, the Perfected Mind becomes a real closer when Leori or Rowan's Talent copies its minus ability.\nTeferi manages time and tempo. Teferi untaps resources, phases out attackers, draws cards, removes permanents, and enables the deck's highest-leverage turns. Extra-turn abilities are present as ultimates, but the deck contains no deterministic extra-turn loop.\nElspeth is defense and civil infrastructure. Elspeth produces the bodies that protect the council, supplies selective sweepers and recovery, and can turn a defensive token field into an evasive army.\nSaheeli, Sublime Artificer is the independent clerk of the council. Almost every nonland spell creates a Servo, so Saheeli converts normal development into a protective screen even when Leori is unavailable.\nTurn architecture\nTurns 1-2: Develop colors and mana. A two-mana rock is normally better than exposing a low-impact spell. Onakke Oathkeeper and Gold-Forged Thopteryx are excellent early defensive plays.\nTurn 3: Cast Leori when an attack on the following turn is realistic. If the table can remove Leori cheaply or block it in the air, begin with a self-sufficient planeswalker instead.\nTurn 4: Attack before casting the planeswalker you intend to copy. Leori's trigger lasts until end of turn, so a planeswalker cast after combat still receives the copying effect. This is the deck's most important sequencing rule.\nTurns 5-6: Establish two planeswalkers from the same house or combine one house with a copy engine. Keep protection available when the council has become the table's central threat.\nTurns 7-9: Convert accumulated loyalty into a visible closing route. Do not continue accumulating value when a Chandra emblem, Jace mill activation, Teferi ultimate, or Elspeth air force can end the game.\nOpening hands and mulligans\nKeep hands that normally contain:\nthree to five effective lands and at least one meaningful play by turn four; or\ntwo lands, a castable two-mana rock, and a functional follow-up.\nPrioritize access to all three colors. Leori requires white, blue, and red, but the deck does not require Leori in every opener.\nMulligan hands with one land, six or more lands, only expensive planeswalkers, or two lands without ramp or early action. A hand with several planeswalkers but no way to deploy the first one is not a functional hand.\nKey interactions\nLeori can attack, choose a planeswalker type, and then copy abilities from a planeswalker cast during the post-combat main phase.\nChandra, Torch of Defiance can produce four red mana when her mana ability is copied by Leori, potentially casting a second planeswalker after combat.\nOath of Teferi plus Leori allows each matching planeswalker to activate twice, with each activation copied. Do not continue accumulating value when a Chandra emblem, Jace mill activation, Teferi ultimate, or Elspeth air force can end the game.\nOpening hands and mulligans\nKeep hands that normally contain:\nthree to five effective lands and at least one meaningful play by turn four; or\ntwo lands, a castable two-mana rock, and a functional follow-up.\nPrioritize access to all three colors. Leori requires white, blue, and red, but the deck does not require Leori in every opener.\nMulligan hands with one land, six or more lands, only expensive planeswalkers, or two lands without ramp or early action. A hand with several planeswalkers but no way to deploy the first one is not a functional hand.\nKey interactions\nLeori can attack, choose a planeswalker type, and then copy abilities from a planeswalker cast during the post-combat main phase.\nChandra, Torch of Defiance can produce four red mana when her mana ability is copied by Leori, potentially casting a second planeswalker after combat.\nOath of Teferi plus Leori allows each matching planeswalker to activate twice, with each activation copied. Do not deploy a third or fourth walker merely because mana is available. A single mass planeswalker removal spell can erase a large investment, and repeated attacks from evasive creatures can bypass ground tokens.\nThe deck is deliberately visible and board-dependent. It does not use hard stax, mass land destruction, tutor chains, The Chain Veil, Ichormoon Gauntlet, or a deterministic infinite combo.\nBracket statement\nThe Council Speaks Twice is built for Natural Upper Bracket 3. It contains two Game Changers, no tutor package, no deterministic combo, no hard lock, and no fast-mana suite beyond Sol Ring.
