Draw
Xantcha, Sleeper Agent enters the battlefield under the control of an opponent of your choice. Xantcha attacks each combat if able and can't attack its owner or planeswalkers its owner controls. {3}: Xantcha's controller loses 2 life and you draw a card. Any player may activate this ability.
Impetus
When Hot Pursuit enters the battlefield, suspect target creature an opponent controls. As long as Hot Pursuit remains on the battlefield, that creature is also goaded. At the beginning of combat on your turn, if two or more players have lost the game, gain control of all goaded and/or suspected creatures until end of turn. Untap them. They gain haste until end of turn.
Return target creature card from an opponent's graveyard to the battlefield under their control with a duty counter on it. For as long as that creature has a duty counter on it, it is goaded, can't attack you or a permanent you control, and can't block creatures you control.
Enchant creature Enchanted creature gets +1/+1 and is goaded. (It attacks each combat if able and attacks a player other than you if able.) Whenever enchanted creature attacks, each other creature that's attacking one of your opponents gets +1/+1 until end of turn.
Enchant creature Enchanted creature gets +2/+2 and is goaded. (It attacks each combat if able and attacks a player other than you if able.) Whenever enchanted creature attacks, you create a Treasure token. (It's an artifact with "{T}, Sacrifice this artifact: Add one mana of any color.")
Incentive
When Frenzied Gorespawn enters the battlefield, for each opponent, goad target creature that player controls. (Until your next turn, those creatures attack each combat if able and attack a player other than you if able.) Whenever one or more creatures attack one of your opponents, those creatures gain menace until end of turn.
Whenever you attack a player, tap target creature that player controls and goad it. (Until your next turn, that creature attacks each combat if able and attacks a player other than you if able.) Whenever an opponent attacks another one of your opponents, you and the attacking player each draw a card and lose 1 life.
Kingmaking
When Court of Ardenvale enters the battlefield, you become the monarch. At the beginning of your upkeep, return target permanent card with mana value 3 or less from your graveyard to your hand. If you're the monarch, return that permanent card to the battlefield instead.
When Court of Embereth enters the battlefield, you become the monarch. At the beginning of your upkeep, create a 3/1 red Knight creature token. Then if you're the monarch, Court of Embereth deals X damage to each opponent, where X is the number of creatures you control.
When Court of Locthwain enters the battlefield, you become the monarch. At the beginning of your upkeep, exile the top card of target opponent's library. You may play that card for as long as it remains exiled, and mana of any type can be spent to cast it. If you're the monarch, until end of turn, you may cast a spell from among cards exiled with Court of Locthwain without paying its mana cost.
Land
One-time Goad
Put a double strike counter on target creature, then goad each creature that had a double strike counter put on it this way. (Until your next turn, those creatures attack each combat if able and attack a player other than you if able.) Overload {4}{R}{R}{R} (You may cast this spell for its overload cost. If you do, change "target" in its text to "each.")
Protection
Until your next turn, your life total can't change and you gain protection from everything. All permanents you control phase out. (While they're phased out, they're treated as though they don't exist. They phase in before you untap during your untap step.) Exile Teferi's Protection.
Ramp
{T}: Add one mana of any color. {1}, {T}: Tap target artifact. {2}, {T}: Surveil 1. (Look at the top card of your library. You may put that card into your graveyard.) {3}, {T}: Goad target creature. (Until your next turn, it attacks each combat if able and attacks a player other than you if able.)
Removal
Counter target spell. Choose 1, 2, or 3 at random. Its controller mills that many cards, then exiles cards from the top of their library until they exile a nonland card with a different name than that spell. They may cast that card without paying its mana cost. Then they put the exiled cards on the bottom of their library in a random order.
Repeat Goad
Creatures your opponents control with power less than Baeloth Barrityl's power are goaded. (They attack each combat if able and attack a player other than you if able.) Whenever a goaded attacking or blocking creature dies, you create a Treasure token. Choose a Background (You can have a Background as a second commander.)
Menace Equipped creature gets +2/+2 and has menace. Whenever Komainu Battle Armor or equipped creature deals combat damage to a player, goad each creature that player controls. Reconfigure {4} ({4}: Attach to target creature you control; or unattach from a creature. Reconfigure only as a sorcery. While attached, this isn't a creature.)
Vigilance Whenever Nelly Borca, Impulsive Accuser attacks, suspect target creature. Then goad all suspected creatures. (A suspected creature has menace and can't block.) Whenever one or more creatures an opponent controls deal combat damage to one or more of your opponents, you and the controller of those creatures each draw a card.
Flying Whenever Vengeful Ancestor enters the battlefield or attacks, goad target creature. (Until your next turn, that creature attacks each combat if able and attacks a player other than you if able.) Whenever a goaded creature attacks, it deals 1 damage to its controller.
Maybeboard
When Champions of Minas Tirith enters the battlefield, you become the monarch. At the beginning of combat on each opponent's turn, if you're the monarch, that opponent may pay {X}, where X is the number of cards in their hand. If they don't, they can't attack you this combat.
Whenever a creature an opponent controls attacks one of your opponents, double its power until end of turn. {X}{X}{R}: Monstrosity X. (If this creature isn't monstrous, put X +1/+1 counters on it and it becomes monstrous.) When Death Kiss becomes monstrous, goad up to X target creatures your opponents control.
First strike, trample, haste Whenever Life of the Party attacks, it gets +X/+0 until end of turn, where X is the number of creatures you control. When Life of the Party enters the battlefield, if it's not a token, each opponent creates a token that's a copy of it. The tokens are goaded for the rest of the game. (They attack each combat if able and attack a player other than you if able.)
(As this Saga enters and after your draw step, add a lore counter. Sacrifice after IV.) I — Each player creates three tapped 1/1 white Warrior creature tokens. The tokens are goaded for as long as The War Games remains on the battlefield. II, III — Put a +1/+1 counter on each Warrior creature. IV — You may exile a nontoken creature you control. When you do, exile all Warriors.
