Bracket question.

Recently I created a deck that I am planning on using for this playgroup so I am wondering is this deck legally bracket three? Just saying by bracket 3 I mean qualifying as bracket three but still able to perform well in a matchup and win the majority of the time so it is not meant to be fair just be able to count as bracket 3.
