Artifact
Will of the council — At the beginning of your upkeep, starting with you, each player votes for carnage or homage. If carnage gets more votes, sacrifice Coercive Portal and destroy all nonland permanents. If homage gets more votes or the vote is tied, draw a card.

When Fallaji Archaeologist enters the battlefield, mill three cards. You may put a noncreature, nonland card from among the cards milled this way into your hand. If you don't, put a +1/+1 counter on Fallaji Archaeologist. (To mill a card, put the top card of your library into your graveyard.)
Each other creature you control that's a Skeleton or Pirate gets +1/+1. Whenever one or more creature cards leave your graveyard, create a 2/2 black Skeleton Pirate creature token. (Each {U} in the mana costs of permanents you control counts toward your devotion to blue.)
Indestructible As long as your devotion to blue is less than five, Thassa isn't a creature. At the beginning of your end step, exile up to one other target creature you control, then return that card to the battlefield under your control. {3}{U}: Tap another target creature.
