Council's dilemma — Starting with you, each player votes for wild or free. Reveal cards from the top of your library until you reveal a creature card for each wild vote. Secret council — Each player secretly votes for another player, then those votes are revealed. For each vote an opponent received, Mob Verdict deals 2 damage to that player and each creature that player controls. For each vote you received, draw a card.

Trial of a Time Lord

(As this Saga enters and after your draw step, add a lore counter. Sacrifice after IV.)
I, II, III — Exile target nontoken creature an opponent controls until Trial of a Time Lord leaves the battlefield.
IV — Starting with you, each player votes for innocent or guilty. If guilty gets more votes, the owner of each card exiled with Trial of a Time Lord puts that card on the bottom of their library.

Split Decision

Will of the council — Choose target instant or sorcery spell. Starting with you, each player votes for denial or duplication. If denial gets more votes, counter the spell. If duplication gets more votes or the vote is tied, copy the spell. You may choose new targets for the copy.

Draw three cards, then put two cards from your hand on top of your library in any order.

White creatures get +1/+1.
Threshold — White creatures get an additional +1/+1 as long as seven or more cards are in your graveyard.

Destroy target permanent. Its controller creates a 3/3 green Elephant creature token.

Kruphix, God of Horizons

Indestructible
As long as your devotion to green and blue is less than seven, Kruphix isn't a creature.
You have no maximum hand size.
If you would lose unspent mana, that mana becomes colorless instead.

Wrath of God

Destroy all creatures. They can't be regenerated.

Guff Rewrites History

For each player, choose target nonenchantment, nonland permanent that player controls. Those permanents' owners shuffle them into their libraries. Each player who controlled one of those permanents exiles cards from the top of their library until they exile a nonland card, then puts the rest on the bottom of their library in a random order. Each player may cast the nonland card they exiled without paying its mana cost.

Contagion Engine

When Contagion Engine enters, put a -1/-1 counter on each creature target player controls.
{4}, {T}: Proliferate twice. (Choose any number of permanents and/or players, then give each another counter of each kind already there. Then do it again.)
