The Horus Heresy

(As this Saga enters and after your draw step, add a lore counter. Sacrifice after III.)
I — For each opponent, gain control of up to one target nonlegendary creature that player controls for as long as The Horus Heresy remains on the battlefield.
II — Draw a card for each creature you control but don't own.
III — Starting with you, each player chooses a creature. Destroy each creature chosen this way.

The Valeyard

If an opponent would face a villainous choice, they face that choice an additional time. (They can make the same or different choices.)
While voting, you may vote an additional time.

Fatal Grudge

As an additional cost to cast this spell, sacrifice a nonland permanent.
Each opponent chooses a permanent they control that shares a card type with the sacrificed permanent and sacrifices it.
Draw a card.

Stronghold Gambit

Each player chooses a card in their hand. Then each player reveals their chosen card. The owner of each creature card revealed this way with the lowest mana value puts it onto the battlefield.

Seize the Spotlight

Each opponent chooses fame or fortune. For each player who chose fame, gain control of a creature that player controls until end of turn. Untap those creatures and they gain haste until end of turn. For each player who chose fortune, you draw a card and create a Treasure token.

Sadistic Shell Game

Starting with the next opponent in turn order, each player chooses a creature you don't control. Destroy the chosen creatures.

Dredge the Mire

Each opponent chooses a creature card in their graveyard. Put those cards onto the battlefield under your control.

Eye of Doom

When Eye of Doom enters, each player chooses a nonland permanent and puts a doom counter on it.
{2}, {T}, Sacrifice Eye of Doom: Destroy each permanent with a doom counter on it.

Decoy Gambit

For each opponent, choose up to one target creature that player controls, then return that creature to its owner's hand unless its controller has you draw a card.

Conundrum Sphinx

Flying
Whenever Conundrum Sphinx attacks, each player chooses a card name. Then each player reveals the top card of their library. If the card a player revealed has the name they chose, that player puts it into their hand. If it doesn't, that player puts it on the bottom of their library.

Capital Punishment

Council's dilemma — Starting with you, each player votes for death or taxes. Each opponent sacrifices a creature for each death vote and discards a card for each taxes vote.

Rags

All creatures get -2/-2 until end of turn.

Riches

Aftermath (Cast this spell only from your graveyard. Then exile it.)
Each opponent chooses a creature they control. You gain control of those creatures.

Will of the council — Starting with you, each player votes for sickness or psychosis. If sickness gets more votes, creatures your opponents control get -2/-2 until end of turn. If psychosis gets more votes or the vote is tied, each opponent discards two cards.

Plea for Power

Will of the council — Starting with you, each player votes for time or knowledge. If time gets more votes, take an extra turn after this one. If knowledge gets more votes or the vote is tied, draw three cards.

Foreboding Steamboat

When Foreboding Steamboat enters, each player chooses two nontoken, non-Vehicle creatures they control. Exile them until Foreboding Steamboat leaves the battlefield.
Whenever Foreboding Steamboat attacks, put a card exiled with it into its owner's graveyard. If you do, investigate.
Crew 2

Grenzo's Rebuttal

Create a 4/4 red Ogre creature token. Starting with you, each player chooses an artifact, a creature, and a land from among the permanents controlled by the player to their left. Destroy each permanent chosen this way.

Painful Quandary

Whenever an opponent casts a spell, that player loses 5 life unless they discard a card.

Whims of the Fates

Starting with you, each player separates all permanents they control into three piles. Then each player chooses one of their piles at random and sacrifices those permanents. (Piles can be empty.)

Messenger Jays

Council's dilemma — When Messenger Jays enters, starting with you, each player votes for feather or quill. Put a +1/+1 counter on Messenger Jays for each feather vote and draw a card for each quill vote. For each card drawn this way, discard a card.

Truth or Consequences

Secret council — Each player secretly votes for truth or consequences, then those votes are revealed. You draw cards equal to the number of truth votes. Then choose an opponent at random. Truth or Consequences deals 3 damage to that player for each consequences vote.

Indulgent Tormentor

Flying
At the beginning of your upkeep, draw a card unless target opponent sacrifices a creature or pays 3 life.

Tyrant's Choice

Will of the council — Starting with you, each player votes for death or torture. If death gets more votes, each opponent sacrifices a creature. If torture gets more votes or the vote is tied, each opponent loses 4 life.

Mob Verdict

Secret council — Each player secretly votes for another player, then those votes are revealed. For each vote an opponent received, Mob Verdict deals 2 damage to that player and each creature that player controls. For each vote you received, draw a card.

Coercive Portal

Will of the council — At the beginning of your upkeep, starting with you, each player votes for carnage or homage. If carnage gets more votes, sacrifice Coercive Portal and destroy all nonland permanents. If homage gets more votes or the vote is tied, draw a card.

Demanding Dragon

Flying
When Demanding Dragon enters, it deals 5 damage to target opponent unless that player sacrifices a creature.

Isolation Cell

Whenever an opponent casts a creature spell, that player loses 2 life unless they pay {2}.

Manifold Insights

Reveal the top ten cards of your library. Starting with the next opponent in turn order, each opponent chooses a different nonland card from among them. Put the chosen cards into your hand and the rest on the bottom of your library in a random order.

Split Decision

Will of the council — Choose target instant or sorcery spell. Starting with you, each player votes for denial or duplication. If denial gets more votes, counter the spell. If duplication gets more votes or the vote is tied, copy the spell. You may choose new targets for the copy.

Trap the Trespassers

Secret council — Each player secretly votes for a creature you don't control, then those votes are revealed. For each creature with one or more votes, put that many stun counters on it, then tap it. (If a permanent with a stun counter would become untapped, remove one from it instead.)

Expropriate

Council's dilemma — Starting with you, each player votes for time or money. For each time vote, take an extra turn after this one. For each money vote, choose a permanent owned by the voter and gain control of it. Exile Expropriate.

Antagonism

At the beginning of each player's end step, Antagonism deals 2 damage to that player unless one of their opponents was dealt damage this turn.

As long as your devotion to black and red is less than seven, Mogis isn't a creature.
At the beginning of each opponent's upkeep, Mogis deals 2 damage to that player unless they sacrifice a creature.

Mystic Remora

Cumulative upkeep {1} (At the beginning of your upkeep, put an age counter on this permanent, then sacrifice it unless you pay its upkeep cost for each age counter on it.)
Whenever an opponent casts a noncreature spell, you may draw a card unless that player pays {4}.

Ob Nixilis, the Adversary

Casualty X. The copy isn't legendary and has starting loyalty X. (As you cast this spell, you may sacrifice a creature with power X. When you do, copy this spell. The copy becomes a token.)
+1: Each opponent loses 2 life unless they discard a card. If you control a Demon or Devil, you gain 2 life.
−2: Create a 1/1 red Devil creature token with "When this creature dies, it deals 1 damage to any target."
−7: Target player draws seven cards and loses 7 life.

Rhystic Study

Whenever an opponent casts a spell, you may draw a card unless that player pays {1}.

Nazgûl Battle-Mace

Equipped creature has menace, deathtouch, annihilator 1, and "Whenever an opponent sacrifices a nontoken permanent, put that card onto the battlefield under your control unless that player pays 3 life." (Whenever a creature with annihilator 1 attacks, defending player sacrifices a permanent.)

Rottenmouth Viper

As an additional cost to cast this spell, you may sacrifice any number of nonland permanents. This spell costs {1} less to cast for each permanent sacrificed this way.
Whenever Rottenmouth Viper enters or attacks, put a blight counter on it. Then for each blight counter on it, each opponent loses 4 life unless that player sacrifices a nonland permanent or discards a card.
