Eluge, the Shoreless Sea

Eluge's power and toughness are each equal to the number of Islands you control.
Whenever Eluge enters or attacks, put a flood counter on target land. It's an Island in addition to its other types for as long as it has a flood counter on it.
The first instant or sorcery spell you cast each turn costs {U} (or {1}) less to cast for each land you control with a flood counter on it.

Exile target creature. Its controller manifests the top card of their library. (That player puts the top card of their library onto the battlefield face down as a 2/2 creature. If it's a creature card, it can be turned face up any time for its mana cost.)

Cryptic Command

• Return target permanent to its owner's hand.
• Tap all creatures your opponents control.
• Draw a card.

Aetherspouts

For each attacking creature, its owner puts it on the top or bottom of their library.

Mystical Tutor

Search your library for an instant or sorcery card, reveal it, then shuffle and put that card on top.

Unwind

Counter target noncreature spell. Untap up to three lands.

Expropriate

Council's dilemma — Starting with you, each player votes for time or money. For each time vote, take an extra turn after this one. For each money vote, choose a permanent owned by the voter and gain control of it. Exile Expropriate.

Fact or Fiction

Reveal the top five cards of your library. An opponent separates those cards into two piles. Put one pile into your hand and the other into your graveyard.

Disallow

Counter target spell, activated ability, or triggered ability. (Mana abilities can't be targeted.)

Bribery

Search target opponent's library for a creature card and put that card onto the battlefield under your control. Then that player shuffles.

Quantum Misalignment

Create a token that's a copy of target creature you control, except it isn't legendary.
Rebound (If you cast this spell from your hand, exile it as it resolves. At the beginning of your next upkeep, you may cast this card from exile without paying its mana cost.)

Mnemonic Deluge

Exile target instant or sorcery card from a graveyard. Copy that card three times. You may cast the copies without paying their mana costs. Exile Mnemonic Deluge.

Temporal Mastery

Take an extra turn after this one. Exile Temporal Mastery.
Miracle {1}{U} (You may cast this card for its miracle cost when you draw it if it's the first card you drew this turn.)

River's Rebuke

Return all nonland permanents target player controls to their owner's hand.

Wayfarer's Bauble

At the beginning of each player's upkeep, that player puts a flood counter on target non-Island land they control of their choice. That land is an Island for as long as it has a flood counter on it.
At the beginning of each end step, if all lands on the battlefield are Islands, remove all flood counters from them.

Time Stop

End the turn. (Exile all spells and abilities from the stack, including this card. The player whose turn it is discards down to their maximum hand size. Damage wears off, and "this turn" and "until end of turn" effects end.)

Cyclonic Rift

Return target nonland permanent you don't control to its owner's hand.
Overload {6}{U} (You may cast this spell for its overload cost. If you do, change "target" in its text to "each.")

Back to Basics

Nonbasic lands don't untap during their controllers' untap steps.

Nykthos, Shrine to Nyx

{2}, {T}: Choose a color. Add an amount of mana of that color equal to your devotion to that color. (Your devotion to a color is the number of mana symbols of that color in the mana costs of permanents you control.)

Rhystic Study

Whenever an opponent casts a spell, you may draw a card unless that player pays {1}.

Mystic Remora

Cumulative upkeep {1} (At the beginning of your upkeep, put an age counter on this permanent, then sacrifice it unless you pay its upkeep cost for each age counter on it.)
Whenever an opponent casts a noncreature spell, you may draw a card unless that player pays {4}.

Propaganda

Creatures can't attack you unless their controller pays {2} for each creature they control that's attacking you.

Aetherize

Return all attacking creatures to their owner's hand.

Decanter of Endless Water

You have no maximum hand size.

Curse of the Swine

Exile X target creatures. For each creature exiled this way, its controller creates a 2/2 green Boar creature token.

Rewind

Counter target spell. Untap up to four lands.

Tale's End

Counter target activated ability, triggered ability, or legendary spell.

You have no maximum hand size.

Throne of Eldraine

As Throne of Eldraine enters, choose a color.
{T}: Add four mana of the chosen color. Spend this mana only to cast monocolored spells of that color.
{3}, {T}: Draw two cards. Spend only mana of the chosen color to activate this ability.

Sceptre of Eternal Glory

{T}: Add one mana of any color.
{T}: Add three mana of any one color. Activate only if you control three or more lands with the same name.

High Tide

Until end of turn, whenever a player taps an Island for mana, that player adds an additional {U}.

Enter the Infinite

Draw cards equal to the number of cards in your library, then put a card from your hand on top of your library. You have no maximum hand size until your next turn.

When Thassa's Oracle enters, look at the top X cards of your library, where X is your devotion to blue. Put up to one of them on top of your library and the rest on the bottom of your library in a random order. If X is greater than or equal to the number of cards in your library, you win the game. (Each {U} in the mana costs of permanents you control counts toward your devotion to blue.)

Mystic Sanctuary

Mystic Sanctuary enters tapped unless you control three or more other Islands.
When Mystic Sanctuary enters untapped, you may put target instant or sorcery card from your graveyard on top of your library.

Jace, Wielder of Mysteries

If you would draw a card while your library has no cards in it, you win the game instead.
+1: Target player mills two cards. Draw a card.
−8: Draw seven cards. Then if your library has no cards in it, you win the game.

Blue Sun's Zenith

Target player draws X cards. Shuffle Blue Sun's Zenith into its owner's library.

The "legend rule" doesn't apply to permanents you control.
Partner (You can have two commanders if both have partner.)

Spark Double

You may have Spark Double enter as a copy of a creature or planeswalker you control, except it enters with an additional +1/+1 counter on it if it's a creature, it enters with an additional loyalty counter on it if it's a planeswalker, and it isn't legendary.

Irenicus's Vile Duplication

Create a token that's a copy of target creature you control, except the token has flying and it isn't legendary.

Proft's Eidetic Memory

When Proft's Eidetic Memory enters, draw a card.
You have no maximum hand size.
At the beginning of combat on your turn, if you've drawn more than one card this turn, put X +1/+1 counters on target creature you control, where X is the number of cards you've drawn this turn minus one.

Windfall

Each player discards their hand, then draws cards equal to the greatest number of cards a player discarded this way.

Sphinx's Tutelage

Whenever you draw a card, target opponent mills two cards. If two nonland cards that share a color were milled this way, repeat this process.

When Solemn Simulacrum enters, you may search your library for a basic land card, put that card onto the battlefield tapped, then shuffle.

Turnabout
