Whenever you commit a crime, untap Hardbristle Bandit. This ability triggers only once each turn. (Targeting opponents, anything they control, and/or cards in their graveyards is a crime.)

At the beginning of your upkeep, put a shield counter on target creature an opponent controls.
Whenever you put one or more counters on a creature you don't control, tap that creature and goad it. It gains trample until your next turn. (Until your next turn, that creature attacks each combat if able and attacks a player other than you if able.)

Fractured Identity

Exile target nonland permanent. Each player other than its controller creates a token that's a copy of it.

Will of the council — Starting with you, each player votes for return or embark. At the beginning of combat on your turn, Oko, the Ringleader becomes a copy of up to one target creature you control until end of turn, except he has hexproof.

−1: Create a 3/3 green Elk creature token.
−5: For each other nonland permanent you control, create a token that's a copy of that permanent.

Tempt with Bunnies

Tempting offer — Draw a card and create a 1/1 white Rabbit creature token. Then each opponent may draw a card and create a 1/1 white Rabbit creature token. For each opponent who does, you draw a card and you create a 1/1 white Rabbit creature token.

Elrond of the White Council

Secret council — When Elrond of the White Council enters, each player secretly votes for fellowship or aid, then those votes are revealed. For each fellowship vote, the voter chooses a creature they control. You gain control of each creature chosen this way, and they gain "This creature can't attack its owner." Then for each aid vote, put a +1/+1 counter on each creature you control.

Split Decision

Will of the council — Choose target instant or sorcery spell. Starting with you, each player votes for denial or duplication. If denial gets more votes, counter the spell. If duplication gets more votes or the vote is tied, copy the spell. You may choose new targets for the copy.
