Tocasia's Welcome

Whenever one or more creatures you control with mana value 3 or less enter, draw a card. This ability triggers only once each turn.

Loyal Warhound

Vigilance
When Loyal Warhound enters, if an opponent controls more lands than you, search your library for a basic Plains card, put it onto the battlefield tapped, then shuffle.

Solemnity

Players can't get counters.
Counters can't be put on artifacts, creatures, enchantments, or lands.

Promise of Tomorrow

Whenever a creature you control dies, exile it.
At the beginning of each end step, if you control no creatures, sacrifice Promise of Tomorrow and return all cards exiled with it to the battlefield under your control.

Kor Cartographer

When Kor Cartographer enters, you may search your library for a Plains card, put it onto the battlefield tapped, then shuffle.

At the beginning of each player's upkeep, that player chooses target player who controls more lands than they do and is their opponent. The first player may search their library for a basic land card, put that card onto the battlefield, then shuffle.

Creatures enchanted player controls lose all abilities and have base power and toughness 1/1.
Enchanted player can't activate abilities that aren't mana abilities or loyalty abilities.

Reconnaissance

{0}: Remove target attacking creature you control from combat and untap it. (If you activate during end of combat, the creature will untap after it deals combat damage.)

Fanatical Devotion

Sacrifice a creature: Regenerate target creature.

Emeria, the Sky Ruin

Emeria, the Sky Ruin enters tapped.
At the beginning of your upkeep, if you control seven or more Plains, you may return target creature card from your graveyard to the battlefield.

Soul Tithe

Enchant nonland permanent
At the beginning of the upkeep of enchanted permanent's controller, that player sacrifices it unless they pay {X}, where X is its mana value.

Sphere of Safety

Creatures can't attack you or planeswalkers you control unless their controller pays {X} for each of those creatures, where X is the number of enchantments you control.

Shared Triumph

As Shared Triumph enters, choose a creature type.
Creatures of the chosen type get +1/+1.

Smothering Tithe

Whenever an opponent draws a card, that player may pay {2}. If the player doesn't, you create a Treasure token. (It's an artifact with "{T}, Sacrifice this artifact: Add one mana of any color.")

Ghostly Prison

Creatures can't attack you unless their controller pays {2} for each creature they control that's attacking you.

Song of the Worldsoul

Whenever you cast a spell, populate. (Create a token that's a copy of a creature token you control.)

Spear of Heliod

Creatures you control get +1/+1.
{1}{W}{W}, {T}: Destroy target creature that dealt damage to you this turn.

Stony Silence

Activated abilities of artifacts can't be activated.

Cathars' Crusade

Whenever a creature you control enters, put a +1/+1 counter on each creature you control.

Suppression Field

Activated abilities cost {2} more to activate unless they're mana abilities.

Legion Loyalty

Creatures you control have myriad. (Whenever a creature with myriad attacks, for each opponent other than defending player, you may create a token copy that's tapped and attacking that player or a planeswalker they control. Exile the tokens at end of combat.)

Teleportation Circle

At the beginning of your end step, exile up to one target artifact or creature you control, then return that card to the battlefield under its owner's control.

True Conviction

Creatures you control have double strike and lifelink.

Spirit of Resistance

As long as you control a permanent of each color, prevent all damage that would be dealt to you.

Trouble in Pairs

If an opponent would begin an extra turn, that player skips that turn instead.
Whenever an opponent attacks you with two or more creatures, draws their second card each turn, or casts their second spell each turn, you draw a card.

Undercellar Sweep

When Undercellar Sweep enters, you take the initiative.
Whenever you attack, if you or a player you're attacking has the initiative, you create two 1/1 white Soldier creature tokens that are tapped and attacking.
