Rhystic Study

Whenever an opponent casts a spell, you may draw a card unless that player pays {1}.

Drain Power

Target player activates a mana ability of each land they control. Then that player loses all unspent mana and you add the mana lost this way.

Snowfall

Cumulative upkeep {U} (At the beginning of your upkeep, put an age counter on this permanent, then sacrifice it unless you pay its upkeep cost for each age counter on it.)
Whenever an Island is tapped for mana, its controller may add an additional {U}. If that Island is snow, its controller may add an additional {U}{U} instead. Spend this mana only to pay cumulative upkeep costs.

Soul Barrier

Whenever an opponent casts a creature spell, Soul Barrier deals 2 damage to that player unless they pay {2}.

Fade Away

For each creature, its controller sacrifices a permanent unless they pay {1}.

Retraced Image

Reveal a card in your hand, then put that card onto the battlefield if it has the same name as a permanent.

Tidal Flats

{U}{U}: For each attacking creature without flying, its controller may pay {1}. If that player doesn't, creatures you control blocking that creature gain first strike until end of turn.

Flood

{U}{U}: Tap target creature without flying.

Empress Galina

{U}{U}, {T}: Gain control of target legendary permanent. (This effect lasts indefinitely.)

Mystic Remora

Cumulative upkeep {1} (At the beginning of your upkeep, put an age counter on this permanent, then sacrifice it unless you pay its upkeep cost for each age counter on it.)
Whenever an opponent casts a noncreature spell, you may draw a card unless that player pays {4}.

Portent

Look at the top three cards of target player's library, then put them back in any order. You may have that player shuffle.
Draw a card at the beginning of the next turn's upkeep.

High Tide

Until end of turn, whenever a player taps an Island for mana, that player adds an additional {U}.

Winter's Chill

Cast this spell only during combat before blockers are declared.
X can't be greater than the number of snow lands you control.
Choose X target attacking creatures. For each of those creatures, its controller may pay {1} or {2}. If that player doesn't, destroy that creature at end of combat. If that player pays only {1}, prevent all combat damage that would be dealt to and dealt by that creature this combat.

Psychic Possession

Skip your draw step.
Whenever enchanted opponent draws a card, you may draw a card.

Callaphe, Beloved of the Sea

Callaphe's power is equal to your devotion to blue. (Each {U} in the mana costs of permanents you control counts toward your devotion to blue.)
Creatures and enchantments you control have "Spells your opponents cast that target this permanent cost {1} more to cast."

March of Swirling Mist

As an additional cost to cast this spell, you may exile any number of blue cards from your hand. This spell costs {2} less to cast for each card exiled this way.
Up to X target creatures phase out. (While they're phased out, they're treated as though they don't exist. Each one phases in before its controller untaps during their next untap step.)

Rayne, Academy Chancellor

Whenever you or a permanent you control becomes the target of a spell or ability an opponent controls, you may draw a card. You may draw an additional card if Rayne, Academy Chancellor is enchanted.

Back to Basics

Nonbasic lands don't untap during their controllers' untap steps.

Thieving Skydiver

Kicker {X}. X can't be 0. (You may pay an additional {X} as you cast this spell.)
Flying
When Thieving Skydiver enters the battlefield, if it was kicked, gain control of target artifact with mana value X or less. If that artifact is an Equipment, attach it to Thieving Skydiver.

Hinder

Counter target spell. If that spell is countered this way, put that card on the top or bottom of its owner's library instead of into that player's graveyard.

Time Reversal

Each player shuffles their hand and graveyard into their library, then draws seven cards. Exile Time Reversal.

Pendrell Mists

All creatures have "At the beginning of your upkeep, sacrifice this creature unless you pay {1}."

Mana Chains

Enchant creature
Enchanted creature has "Cumulative upkeep {1}." (At the beginning of its controller's upkeep, that player puts an age counter on it, then sacrifices it unless they pay its upkeep cost for each age counter on it.)

Wipe Away

Split second (As long as this spell is on the stack, players can't cast spells or activate abilities that aren't mana abilities.)
Return target permanent to its owner's hand.

Submerge

If an opponent controls a Forest and you control an Island, you may cast this spell without paying its mana cost.
Put target creature on top of its owner's library.

Pongify

Destroy target creature. It can't be regenerated. Its controller creates a 3/3 green Ape creature token.

Echo of Eons

Each player shuffles their hand and graveyard into their library, then draws seven cards.
Flashback {2}{U} (You may cast this card from your graveyard for its flashback cost. Then exile it.)

Siren's Call

Cast this spell only during an opponent's turn, before attackers are declared.
Creatures the active player controls attack this turn if able.
At the beginning of the next end step, destroy all non-Wall creatures that player controls that didn't attack this turn. Ignore this effect for each creature the player didn't control continuously since the beginning of the turn.

Rapid Hybridization

Destroy target creature. It can't be regenerated. That creature's controller creates a 3/3 green Frog Lizard creature token.

Reins of Power

Untap all creatures you control and all creatures target opponent controls. You and that opponent each gain control of all creatures the other controls until end of turn. Those creatures gain haste until end of turn.

Bribery

Search target opponent's library for a creature card and put that card onto the battlefield under your control. Then that player shuffles.

Polymorph

Destroy target creature. It can't be regenerated. Its controller reveals cards from the top of their library until they reveal a creature card. The player puts that card onto the battlefield, then shuffles all other cards revealed this way into their library.

Quiet Speculation

Search target player's library for up to three cards with flashback and put them into that player's graveyard. Then the player shuffles.

Spellweaver Volute

Enchant instant card in a graveyard
Whenever you cast a sorcery spell, copy the enchanted instant card. You may cast the copy without paying its mana cost. If you do, exile the enchanted card and attach Spellweaver Volute to another instant card in a graveyard.

Legacy's Allure

At the beginning of your upkeep, you may put a treasure counter on Legacy's Allure.
Sacrifice Legacy's Allure: Gain control of target creature with power less than or equal to the number of treasure counters on Legacy's Allure. (This effect lasts indefinitely.)

Disrupt

Counter target instant or sorcery spell unless its controller pays {1}.
Draw a card.

Insight

Whenever an opponent casts a green spell, you draw a card.

Shimmer

As Shimmer enters the battlefield, choose a land type.
Each land of the chosen type has phasing. (It phases in or out before its controller untaps during each of their untap steps. While it's phased out, it's treated as though it doesn't exist.)

Extraplanar Lens

Imprint — When Extraplanar Lens enters the battlefield, you may exile target land you control.
Whenever a land with the same name as the exiled card is tapped for mana, its controller adds one mana of any type that land produced.
