Galadriel, Elven-Queen

Will of the council — At the beginning of combat on your turn, if another Elf entered the battlefield under your control this turn, starting with you, each player votes for dominion or guidance. If dominion gets more votes, the Ring tempts you, then you put a +1/+1 counter on your Ring-bearer. If guidance gets more votes or the vote is tied, draw a card.

Círdan the Shipwright

Vigilance
Secret council — Whenever Círdan the Shipwright enters or attacks, each player secretly votes for a player, then those votes are revealed. Each player draws a card for each vote they received. Each player who received no votes may put a permanent card from their hand onto the battlefield.

Clara Oswald

Impossible Girl — If Clara Oswald is your commander, choose a color before the game begins. Clara Oswald is the chosen color.
If a triggered ability of a Doctor you control triggers, that ability triggers an additional time.
Doctor's companion (You can have two commanders if the other is the Doctor.)

Elanor Gardner

When Elanor Gardner enters, create a Food token.
At the beginning of your end step, if you sacrificed a Food this turn, you may search your library for a basic land card, put that card onto the battlefield tapped, then shuffle.

Elrond of the White Council

Secret council — When Elrond of the White Council enters, each player secretly votes for fellowship or aid, then those votes are revealed. For each fellowship vote, the voter chooses a creature they control. You gain control of each creature chosen this way, and they gain "This creature can't attack its owner." Then for each aid vote, put a +1/+1 counter on each creature you control.

Erestor of the Council

Whenever players finish voting, each opponent who voted for a choice you voted for creates a Treasure token. You scry X, where X is the number of opponents who voted for a choice you didn't vote for. Draw a card.

Glorfindel, Dauntless Rescuer

Whenever you scry, choose one and Glorfindel, Dauntless Rescuer gets +1/+1 until end of turn.
• Glorfindel must be blocked this turn if able.
• Glorfindel can't be blocked by more than one creature each combat this turn.

Ioreth of the Healing House

{T}: Untap another target permanent.
{T}: Untap two other target legendary creatures.

K-9, Mark I

Negative — As long as K-9, Mark I is untapped, other legendary creatures you control have ward {1}.
Affirmative — {1}{U}, {T}: Target legendary creature can't be blocked this turn.

Monstrosity of the Lake

Paradox — Whenever you cast a spell from anywhere other than your hand, put a +1/+1 counter on target creature.
Team TARDIS — At the beginning of your end step, untap each creature you control with a counter on it.

The Third Doctor

Trample
The Third Doctor gets +1/+1 for each noncreature token you control.
When The Third Doctor enters, create your choice of a Clue token, a Food token, or a Treasure token.

Coercive Portal

Will of the council — At the beginning of your upkeep, starting with you, each player votes for carnage or homage. If carnage gets more votes, sacrifice Coercive Portal and destroy all nonland permanents. If homage gets more votes or the vote is tied, draw a card.

Path of the Enigma

Target player draws four cards.
Will of the Planeswalkers — Starting with you, each player votes for planeswalk or chaos. If planeswalk gets more votes, planeswalk. If chaos gets more votes or the vote is tied, chaos ensues.

Travel Through Caradhras

Council's dilemma — Starting with you, each player votes for Redhorn Pass or Mines of Moria. For each Redhorn Pass vote, search your library for a basic land card and put it onto the battlefield tapped. If you search your library this way, shuffle. For each Mines of Moria vote, return a card from your graveyard to your hand.

Selvala's Stampede

Council's dilemma — Starting with you, each player votes for wild or free. Reveal cards from the top of your library until you reveal a creature card for each wild vote. Put those creature cards onto the battlefield, then shuffle the rest into your library. You may put a permanent card from your hand onto the battlefield for each free vote.

Split Decision

Will of the council — Choose target instant or sorcery spell. Starting with you, each player votes for denial or duplication. If denial gets more votes, counter the spell. If duplication gets more votes or the vote is tied, copy the spell. You may choose new targets for the copy.

Sail into the West

Will of the council — Starting with you, each player votes for return or embark. If return gets more votes, each player returns up to two cards from their graveyard to their hand, then you exile Sail into the West. If embark gets more votes or the vote is tied, each player may discard their hand and draw seven cards.

Trial of a Time Lord

(As this Saga enters and after your draw step, add a lore counter. Sacrifice after IV.)
I, II, III — Exile target nontoken creature an opponent controls until Trial of a Time Lord leaves the battlefield.
IV — Starting with you, each player votes for innocent or guilty. If guilty gets more votes, the owner of each card exiled with Trial of a Time Lord puts that card on the bottom of their library.

Council Guardian

Will of the council — When Council Guardian enters, starting with you, each player votes for blue, black, red, or green. Council Guardian gains protection from each color with the most votes or tied for most votes.

I, II, III — Reveal cards from the top of your library until you reveal a Doctor card, a card with doctor's companion, or a Vehicle card. Put that card into your hand and the rest on the bottom of your library in a random order.
