The Ruinous Powers

At the beginning of your upkeep, choose an opponent at random. Exile the top card of that player's library. Until end of turn, you may play that card and you may spend mana as though it were mana of any color to cast it. When you cast a spell this way, its owner loses life equal to its mana value.

Velomachus Lorehold

Flying, vigilance, haste
Whenever Velomachus Lorehold attacks, look at the top seven cards of your library. You may cast an instant or sorcery spell with mana value less than or equal to Velomachus Lorehold's power from among them without paying its mana cost. Put the rest on the bottom of your library in a random order.

Whenever you cast a noncreature spell, incubate X, where X is that spell's mana value. (Create an Incubator token with X +1/+1 counters on it and "{2}: Transform this artifact." It transforms into a 0/0 Phyrexian artifact creature.)

Deekah, Fractal Theorist

Magecraft — Whenever you cast or copy an instant or sorcery spell, create a 0/0 green and blue Fractal creature token. Put X +1/+1 counters on it, where X is that spell's mana value.
{3}{U}: Target creature token can't be blocked this turn.

Jin-Gitaxias

Whenever you cast a noncreature spell with mana value 3 or greater, draw a card.
{3}{U}: Exile Jin-Gitaxias, then return it to the battlefield transformed under its owner's control. Activate only as a sorcery and only if you have seven or more cards in hand.

The Great Synthesis

(As this Saga enters and after your draw step, add a lore counter.)
I — Draw cards equal to the number of cards in your hand. You have no maximum hand size for as long as you control The Great Synthesis.
II — Return all non-Phyrexian creatures to their owners' hands.
III — You may cast any number of spells from your hand without paying their mana costs. Exile The Great Synthesis, then return it to the battlefield (front face up).

Living Lore

As Living Lore enters the battlefield, exile an instant or sorcery card from your graveyard.
Living Lore's power and toughness are each equal to the exiled card's mana value.
Whenever Living Lore deals combat damage, you may sacrifice it. If you do, you may cast the exiled card without paying its mana cost.

Saruman of Many Colors

Ward—Discard an enchantment, instant, or sorcery card.
Whenever you cast your second spell each turn, each opponent mills two cards. When one or more cards are milled this way, exile target enchantment, instant, or sorcery card with equal or lesser mana value than that spell from an opponent's graveyard. Copy the exiled card. You may cast the copy without paying its mana cost.

Shark Typhoon

Whenever you cast a noncreature spell, create an X/X blue Shark creature token with flying, where X is that spell's mana value.

When you cycle Shark Typhoon, create an X/X blue Shark creature token with flying.

Hidetsugu and Kairi

When Hidetsugu and Kairi enters the battlefield, draw three cards, then put two cards from your hand on top of your library in any order.
When Hidetsugu and Kairi dies, exile the top card of your library. Target opponent loses life equal to its mana value. If it's an instant or sorcery card, you may cast it without paying its mana cost.

Whenever you scry, the next instant or sorcery spell you cast this turn costs {X} less to cast, where X is the number of cards looked at while scrying this way.
+2: Draw a card, then scry 2.
−3: Exile the top card of your library. Create a number of 1/1 blue Faerie Dragon creature tokens with flying equal to that card's mana value.

Symphony of Pain — Whenever you cast a spell from anywhere other than your hand, Keeper of Secrets deals damage equal to that spell's mana value to target opponent.

Whenever you cast a noncreature spell, target creature gets +X/+0 until end of turn, where X is that spell's mana value.
Choose a Background (You can have a Background as a second commander.)

Lozhan, Dragons' Legacy

Flying
Whenever you cast an Adventure or Dragon spell, Lozhan, Dragons' Legacy deals damage equal to that spell's mana value to any target that isn't a commander.

Mizzix of the Izmagnus

Whenever you cast an instant or sorcery spell with mana value greater than the number of experience counters you have, you get an experience counter.
Instant and sorcery spells you cast cost {1} less to cast for each experience counter you have.

Metallurgic Summonings

Whenever you cast an instant or sorcery spell, create an X/X colorless Construct artifact creature token, where X is that spell's mana value.
{3}{U}{U}, Exile Metallurgic Summonings: Return all instant and sorcery cards from your graveyard to your hand. Activate only if you control six or more artifacts.

Ovika, Enigma Goliath

Whenever you cast a noncreature spell, create X 1/1 red Phyrexian Goblin creature tokens, where X is the mana value of that spell. They gain haste until end of turn.

Passionate Archaeologist

Commander creatures you own have "Whenever you cast a spell from exile, this creature deals damage equal to that spell's mana value to target opponent."

Screamer-Killer

Trample
Bio-Plasmic Scream — Whenever you cast a creature spell with mana value 5 or greater, Screamer-Killer deals 5 damage to any target.

Saruman, the White Hand

Whenever you cast a noncreature spell, amass Orcs X, where X is that spell's mana value. (Put X +1/+1 counters on an Army you control. It's also an Orc. If you don't control an Army, create a 0/0 black Orc Army creature token first.)
Goblins and Orcs you control have ward {2}.

Simon, Wild Magic Sorcerer

Whenever you cast an instant or sorcery spell with mana value 3 or greater, roll a d20.
1-9 | Each player draws a card.
10-19 | You draw a card.
20 | Copy that spell. You may choose new targets for the copy.

Sunbird's Invocation

Whenever you cast a spell from your hand, reveal the top X cards of your library, where X is that spell's mana value. You may cast a spell with mana value X or less from among cards revealed this way without paying its mana cost. Put the rest on the bottom of your library in a random order.

Surge to Victory

Exile target instant or sorcery card from your graveyard. Creatures you control get +X/+0 until end of turn, where X is that card's mana value. Whenever a creature you control deals combat damage to a player this turn, copy the exiled card. You may cast the copy without paying its mana cost.

Yennett, Cryptic Sovereign

Flying, vigilance, menace
Whenever Yennett, Cryptic Sovereign attacks, reveal the top card of your library. You may cast it without paying its mana cost if its mana value is odd. If you don't cast it, draw a card.

Vial Smasher the Fierce

Whenever you cast your first spell each turn, choose an opponent at random. Vial Smasher the Fierce deals damage equal to that spell's mana value to that player or a planeswalker that player controls.
Partner (You can have two commanders if both have partner.)

Zaffai, Thunder Conductor

Magecraft — Whenever you cast or copy an instant or sorcery spell, scry 1. If that spell's mana value is 5 or greater, create a 4/4 blue and red Elemental creature token. If that spell's mana value is 10 or greater, Zaffai, Thunder Conductor deals 10 damage to an opponent chosen at random.
