The monarch controls enchanted creature.
Enchanted creature attacks each combat if able and can't attack you.

Fall from Favor

Enchant creature
When Fall from Favor enters, tap enchanted creature and you become the monarch.
Enchanted creature doesn't untap during its controller's untap step unless that player is the monarch.

Sivitri, Dragon Master

+1: Until your next turn, creatures can't attack you or planeswalkers you control unless their controller pays 2 life for each of those creatures.
−3: Search your library for a Dragon card, reveal it, put it into your hand, then shuffle.
−7: Destroy all non-Dragon creatures.
Sivitri, Dragon Master can be your commander.

Imp's Mischief

Change the target of target spell with a single target. You lose life equal to that spell's mana value.

Reins of Power

Untap all creatures you control and all creatures target opponent controls. You and that opponent each gain control of all creatures the other controls until end of turn. Those creatures gain haste until end of turn.

Wrong Turn

Target opponent gains control of target creature. (If an attacking or blocking creature changes controllers, it's removed from combat.)

Captivating Glance

At the beginning of your end step, clash with an opponent. If you win, gain control of enchanted creature. Otherwise, that player gains control of enchanted creature. (Each clashing player reveals the top card of their library, then puts that card on the top or bottom. A player wins if their card had a higher mana value.)

Callous Oppressor

You may choose not to untap Callous Oppressor during your untap step.
As Callous Oppressor enters, an opponent chooses a creature type.
{T}: Gain control of target creature that isn't of the chosen type for as long as Callous Oppressor remains tapped.

Windfall

Each player discards their hand, then draws cards equal to the greatest number of cards a player discarded this way.

Split Decision

Will of the council — Choose target instant or sorcery spell. Starting with you, each player votes for denial or duplication. If denial gets more votes, counter the spell. If duplication gets more votes or the vote is tied, copy the spell. You may choose new targets for the copy.

{U}, {T}: Target creature attacks target opponent this turn if able.
Morph {U} (You may cast this card face down as a 2/2 creature for {3}. Turn it face up any time for its morph cost.)

Whenever you cast your first spell during each opponent's turn, create a 1/1 black Faerie Rogue creature token with flying.
Whenever one or more Faeries you control deal combat damage to a player, goad target creature that player controls.

{T}: Gain control of target creature with power less than or equal to the number of creatures you control.

Modify Memory

Exchange control of two target creatures controlled by different players. If you control neither creature, draw three cards.
