The Legend of Arena

The Legend of Arena can be your commander.
I, II — Create a 2/1 red Human Wizard creature token. Spells you cast this turn cost {1} less to cast for each Wizard you control.
III — Search your library for a planeswalker card, put it onto the battlefield, then shuffle your library. It enters with an additional loyalty counter on it for each Wizard you control.

Smothering Tithe

Whenever an opponent draws a card, that player may pay {2}. If the player doesn't, you create a Treasure token. (It's an artifact with "{T}, Sacrifice this artifact: Add one mana of any color.")

Land Tax

At the beginning of your upkeep, if an opponent controls more lands than you, you may search your library for up to three basic land cards, reveal them, put them into your hand, then shuffle.

Rhystic Study

Whenever an opponent casts a spell, you may draw a card unless that player pays {1}.

Fierce Guardianship

If you control a commander, you may cast this spell without paying its mana cost.
Counter target noncreature spell.

Commodore Guff

At the beginning of your end step, put a loyalty counter on another target planeswalker you control.
+1: Create a 1/1 red Wizard creature token with "{T}: Add {R}. Spend this mana only to cast a planeswalker spell."
−3: You draw X cards and Commodore Guff deals X damage to each opponent, where X is the number of planeswalkers you control.
Commodore Guff can be your commander.

Dovin, Hand of Control

Artifact, instant, and sorcery spells your opponents cast cost {1} more to cast.
−1: Until your next turn, prevent all damage that would be dealt to and dealt by target permanent an opponent controls.

Dovin, Architect of Law

+1: You gain 2 life and draw a card.
−1: Tap target creature. It doesn't untap during its controller's next untap step.
−9: Tap all permanents target opponent controls. That player skips their next untap step.

Anointed Procession

If an effect would create one or more tokens under your control, it creates twice that many of those tokens instead.
