Will of the council — Starting with you, each player votes for a nonland permanent you don't control. Exile each permanent with the most votes or tied for most votes.

Azor's Elocutors

At the beginning of your upkeep, put a filibuster counter on Azor's Elocutors. Then if Azor's Elocutors has five or more filibuster counters on it, you win the game.
Whenever a source deals damage to you, remove a filibuster counter from Azor's Elocutors.

Your opponents can't cast spells with the chosen name.
Spells with the chosen name you cast cost {2} less to cast.

Your maximum hand size is increased by two.
At the beginning of your upkeep, return a blue creature you control to its owner's hand.

The Council of Four

Whenever a player draws their second card during their turn, you draw a card.
Whenever a player casts their second spell during their turn, you create a 2/2 white Knight creature token.

Magnanimous Magistrate

Magnanimous Magistrate enters the battlefield with five reprieve counters on it.
Whenever another nontoken creature you control dies, if its mana value was 1 or greater, you may remove that many reprieve counters from Magnanimous Magistrate. If you do, return that card to the battlefield under its owner's control.

When Minister of Inquiries enters the battlefield, you get {E}{E} (two energy counters).

Truce

Each player may draw up to two cards. For each card less than two a player draws this way, that player gains 2 life.

Restore the Peace

Return each creature that dealt damage this turn to its owner's hand.
