Capital Punishment

Council's dilemma — Starting with you, each player votes for death or taxes. Each opponent sacrifices a creature of their choice for each death vote and discards a card for each taxes vote.

Read the Bones

Scry 2, then draw two cards. You lose 2 life. (To scry 2, look at the top two cards of your library, then put any number of them on the bottom and the rest on top in any order.)

Peer into the Abyss

Target player draws cards equal to half the number of cards in their library and loses half their life. Round up each time.

Diabolic Tutor

Search your library for a card, put that card into your hand, then shuffle.

Smallpox

Each player loses 1 life, discards a card, sacrifices a creature of their choice, then sacrifices a land of their choice.

Bolas's Citadel

You may look at the top card of your library any time.

Torment of Hailfire

Repeat the following process X times. Each opponent loses 3 life unless that player sacrifices a nonland permanent of their choice or discards a card.

Each player discards all the cards in their hand, then draws that many cards minus one.

+1: Each player discards a card. Each opponent who can't loses 3 life.
−3: Target creature gets -X/-X until end of turn, where X is the number of cards in your graveyard.
−7: You get an emblem with "At the beginning of combat on your turn, put target creature card from a graveyard onto the battlefield under your control. It gains haste."

Commander's Sphere

{T}: Add one mana of any color in your commander's color identity.
Sacrifice Commander's Sphere: Draw a card.

Death Cloud

Each player loses X life, discards X cards, sacrifices X creatures of their choice, then sacrifices X lands of their choice.

Liliana of the Dark Realms

+1: Search your library for a Swamp card, reveal it, put it into your hand, then shuffle.
−3: Target creature gets +X/+X or -X/-X until end of turn, where X is the number of Swamps you control.
−6: You get an emblem with "Swamps you control have '{T}: Add {B}{B}{B}{B}.'"

Liliana of the Veil

+1: Each player discards a card.
−2: Target player sacrifices a creature.
−6: Separate all permanents target player controls into two piles. That player sacrifices all permanents in the pile of their choice.

Professor Onyx

Magecraft — Whenever you cast or copy an instant or sorcery spell, each opponent loses 2 life and you gain 2 life.
+1: You lose 1 life. Look at the top three cards of your library. Put one of them into your hand and the rest into your graveyard.
−3: Each opponent sacrifices a creature with the greatest power among creatures that player controls.
−8: Each opponent may discard a card. If they don't, they lose 3 life. Repeat this process six more times.
