The result that I came up with is a, very strange, group-mill and control deck with Approach of the Second Sun, Laboratory Maniac, and Triskaidekaphile as win conditions. Vega, the Watcher is my chosen commander and, again using the theme of time, takes advantage of the Suspend, Flashback, and Foretell mechanics to continually draw cards in addition to having multiple opportunities to cast cards off the top of the library. All cards used are Modern legal as well as Commander legal, so you could technically use this deck in either format if you'd like.
