We use an algorithm that, in theory, is designed to efficiently organize them based on the stack sizes (hence why they tend to move around after you save when new cards have been added). However, we definitely recognize that it's not the most user-friendly system and customizability would be preferable. Because of how it's coded, it's unfortunately not as easy as flipping a switch, but we absolutely are planning to allow users to dictate the order their categories appear in in some form or another in a future update.
