Vault 11: Voter's Dilemma

(As this Saga enters and after your draw step, add a lore counter. Sacrifice after III.)
I — For each opponent, you create a 1/1 white Human Soldier creature token.
II, III — Each player secretly votes for up to one creature, then those votes are revealed. If no creature got votes, each player draws a card. Otherwise, destroy each creature with the most votes or tied for most votes.

Hive Mind

Whenever a player casts an instant or sorcery spell, each other player copies that spell. Each of those players may choose new targets for their copy.

Terastodon

When Terastodon enters, you may destroy up to three target noncreature permanents. For each permanent put into a graveyard this way, its controller creates a 3/3 green Elephant creature token.

Rule of Law

Each player can't cast more than one spell each turn.

Abzan Charm

Choose one —
• Exile target creature with power 3 or greater.
• You draw two cards and you lose 2 life.
• Distribute two +1/+1 counters among one or two target creatures.

Enigma Sphinx

Flying
When Enigma Sphinx is put into your graveyard from the battlefield, put it into your library third from the top.
Cascade (When you cast this spell, exile cards from the top of your library until you exile a nonland card that costs less. You may cast it without paying its mana cost. Put the exiled cards on the bottom in a random order.)

Bane of the Living

Morph {X}{B}{B} (You may cast this card face down as a 2/2 creature for {3}. Turn it face up any time for its morph cost.)
When Bane of the Living is turned face up, all creatures get -X/-X until end of turn.

Utter End

Thraximundar

Haste
Whenever Thraximundar attacks, defending player sacrifices a creature of their choice.
Whenever a player sacrifices a creature, you may put a +1/+1 counter on Thraximundar.

Rules Lawyer

State-based actions don't apply to you or other permanents you control. (You don't lose the game due to having 0 or less life or drawing from an empty library. Your creatures aren't destroyed due to damage or deathtouch and aren't put into a graveyard due to having 0 or less toughness. Your planeswalkers aren't put into a graveyard if they have 0 loyalty. You don't put a legendary permanent into a graveyard if you control two with the same name. Counters aren't removed from your permanents due to game rules. Permanents you control attached or combined illegally remain on the battlefield. For complete rules and regulations, see rule 704.)

Notion Thief

If an opponent would draw a card except the first one they draw in each of their draw steps, instead that player skips that draw and you draw a card.

Anzrag, the Quake-Mole

Whenever Anzrag, the Quake-Mole becomes blocked, untap each creature you control. After this phase, there is an additional combat phase.
{3}{R}{R}{G}{G}: Anzrag must be blocked each combat this turn if able.

Reinterpret

Counter target spell. You may cast a spell with equal or lesser mana value from your hand without paying its mana cost.

Keiga, the Tide Star

Flying
When Keiga, the Tide Star dies, gain control of target creature.

Very Cryptic Command

Choose two —
• Counter target black-bordered spell.
• Return target creature to its owner's hand.
• Untap each permanent you control with a watermark.
• Roll two six-sided dice. Target player mills X cards, where X is the total of those results.

Slave of Bolas

Gain control of target creature. Untap that creature. It gains haste until end of turn. Sacrifice it at the beginning of the next end step.

Silverclad Ferocidons

Enrage — Whenever Silverclad Ferocidons is dealt damage, each opponent sacrifices a permanent of their choice.

Ink-Eyes, Servant of Oni

Ninjutsu {3}{B}{B} ({3}{B}{B}, Return an unblocked attacker you control to hand: Put this card onto the battlefield from your hand tapped and attacking.)
Whenever Ink-Eyes, Servant of Oni deals combat damage to a player, you may put target creature card from that player's graveyard onto the battlefield under your control.
{1}{B}: Regenerate Ink-Eyes.

Capital Punishment

Council's dilemma — Starting with you, each player votes for death or taxes. Each opponent sacrifices a creature of their choice for each death vote and discards a card for each taxes vote.

Rise of the Eldrazi

This spell can't be countered.
Destroy target permanent. Target player draws four cards. Take an extra turn after this one.
Exile Rise of the Eldrazi.

A Good Thing

Spells and abilities you control can't destroy, exile, target, or cause you to sacrifice A Good Thing.
At the beginning of your upkeep, double your life total. Then, if you have 1,000 or more life, you lose the game.

Luxior, Ignited

Equipped creature gets +1/+1 for each counter on Luxior, Ignited.
+1: Attach this Equipment to up to one target creature you control.
−2: Equipped creature gets +2/+2 and gains double strike until end of turn.

Perch Protection

Gift an extra turn (You may promise an opponent a gift as you cast this spell. If you do, they take an extra turn after this one.)
Create four 2/2 blue Bird creature tokens with flying. If the gift was promised, all permanents you control phase out, and until your next turn, your life total can't change and you gain protection from everything.
Exile Perch Protection.

Etherium-Horn Sorcerer

{1}{U}{R}: Return Etherium-Horn Sorcerer to its owner's hand.
Cascade (When you cast this spell, exile cards from the top of your library until you exile a nonland card that costs less. You may cast it without paying its mana cost. Put the exiled cards on the bottom in a random order.)

Tempt with Reflections

Tempting offer — Choose target creature you control. Create a token that's a copy of that creature. Each opponent may create a token that's a copy of that creature. For each opponent who does, create a token that's a copy of that creature.

Stalking Vengeance

Haste
Whenever another creature you control dies, it deals damage equal to its power to target player or planeswalker.

Settle the Wreckage

Exile all attacking creatures target player controls. That player may search their library for that many basic land cards, put those cards onto the battlefield tapped, then shuffle.

The Ur-Dragon

Eminence — As long as The Ur-Dragon is in the command zone or on the battlefield, other Dragon spells you cast cost {1} less to cast.
Flying
Whenever one or more Dragons you control attack, draw that many cards, then you may put a permanent card from your hand onto the battlefield.

Niv-Mizzet, Supreme

Flying, hexproof from monocolored
Each instant and sorcery card in your graveyard that's exactly two colors has jump-start. (You may cast that card from your graveyard by discarding a card in addition to paying its other costs. Then exile it.)

Myrkul, Lord of Bones

As long as your life total is less than or equal to half your starting life total, Myrkul, Lord of Bones has indestructible.
Whenever another nontoken creature you control dies, you may exile it. If you do, create a token that's a copy of that card, except it's an enchantment and loses all other card types.

Krenko, Mob Boss

{T}: Create X 1/1 red Goblin creature tokens, where X is the number of Goblins you control.

Meteor Golem

When this creature enters, destroy target nonland permanent an opponent controls.

Void Winnower

Your opponents can't cast spells with even mana values. (Zero is even.)
Your opponents can't block with creatures with even mana values.

Cryptic Coat

When Cryptic Coat enters, cloak the top card of your library, then attach Cryptic Coat to it. (To cloak a card, put it onto the battlefield face down as a 2/2 creature with ward {2}. Turn it face up any time for its mana cost if it's a creature card.)
Equipped creature gets +1/+0 and can't be blocked.

Bearer of the Heavens

When Bearer of the Heavens dies, destroy all permanents at the beginning of the next end step.

Greed's Gambit

When Greed's Gambit enters, you draw three cards, gain 6 life, and create three 2/1 black Bat creature tokens with flying.
At the beginning of your end step, you discard a card, lose 2 life, and sacrifice a creature.
When Greed's Gambit leaves the battlefield, you discard three cards, lose 6 life, and sacrifice three creatures.

Lord of Extinction

Lord of Extinction's power and toughness are each equal to the number of cards in all graveyards.

Counterspell

Auton Soldier

You may have Auton Soldier enter as a copy of any creature on the battlefield, except it isn't legendary, is an artifact in addition to its other types, and has myriad. (Whenever it attacks, for each opponent other than defending player, you may create a token copy that's tapped and attacking that player or a planeswalker they control. Exile the tokens at end of combat.)

Shifting Grift

Spree (Choose one or more additional costs.)
+ {2} — Exchange control of two target creatures.
+ {1} — Exchange control of two target artifacts.
+ {1} — Exchange control of two target enchantments.

Time Stop

End the turn. (Exile all spells and abilities, including this spell. The player whose turn it is discards down to their maximum hand size. Damage heals and "this turn" and "until end of turn" effects end.)

Commandeer

You may exile two blue cards from your hand rather than pay this spell's mana cost.
Gain control of target noncreature spell. You may choose new targets for it. (If that spell is an artifact, enchantment, or planeswalker, the permanent enters under your control.)

Final Showdown

+ {1} — Choose a creature you control. It gains indestructible until end of turn.

TL;DR

Exile target creature if it has any abilities other than keywords. (Flying, protection, and partner are all keywords. See rule 702 for details. Landfall and scry aren't keywords; they're an ability word and a keyword action respectively. Yes, there's a difference.)

• Target permanent phases out.

Garth One-Eye

{T}: Choose a card name that hasn't been chosen from among Disenchant, Braingeyser, Terror, Shivan Dragon, Regrowth, and Black Lotus. Create a copy of the card with the chosen name. You may cast the copy. (You still pay its costs.)

Jodah, the Unifier

Legendary creatures you control get +X/+X, where X is the number of legendary creatures you control.
Whenever you cast a legendary spell from your hand, exile cards from the top of your library until you exile a legendary nonland card with lesser mana value. You may cast that card without paying its mana cost. Put the rest on the bottom of your library in a random order.

Primal Surge

Exile the top card of your library. If it's a permanent card, you may put it onto the battlefield. If you do, repeat this process.

Ruric Thar, the Unbowed

Vigilance, reach
Ruric Thar, the Unbowed attacks each combat if able.
Whenever a player casts a noncreature spell, Ruric Thar deals 6 damage to that player.

Westgate Regent

Flying
Ward—Discard a card. (Whenever this creature becomes the target of a spell or ability an opponent controls, counter it unless that player discards a card.)
Whenever Westgate Regent deals combat damage to a player, put that many +1/+1 counters on it.

Pramikon, Sky Rampart

As Pramikon, Sky Rampart enters, choose left or right.
Each player may attack only the nearest opponent in the chosen direction and planeswalkers controlled by that opponent.

Phoebe, Head of S.N.E.A.K.

Phoebe, Head of S.N.E.A.K. can't be blocked by creatures with flavor text.
{2}{U}{B}: Phoebe permanently steals target creature's text box. (That creature loses all rules text, flavor text, and watermarks. This creature gains them.)

Swords to Plowshares

Exile target creature. Its controller gains life equal to its power.

The Balrog, Durin's Bane

This spell costs {1} less to cast for each permanent sacrificed this turn.
Haste
The Balrog, Durin's Bane can't be blocked except by legendary creatures.
When The Balrog dies, destroy target artifact or creature an opponent controls.

Cavalier of Gales

Flying
When Cavalier of Gales enters, draw three cards, then put two cards from your hand on top of your library in any order.
When Cavalier of Gales dies, shuffle it into its owner's library, then scry 2. (Look at the top two cards of your library, then put any number of them on the bottom and the rest on top in any order.)

Ghalta, Stampede Tyrant

Trample
When Ghalta, Stampede Tyrant enters, put any number of creature cards from your hand onto the battlefield.

Darksteel Colossus

Trample (This creature can deal excess combat damage to the player or planeswalker it's attacking.)
Indestructible (Damage and effects that say "destroy" don't destroy this creature.)
If Darksteel Colossus would be put into a graveyard from anywhere, reveal Darksteel Colossus and shuffle it into its owner's library instead.

Chaos Warp

The owner of target permanent shuffles it into their library, then reveals the top card of their library. If it's a permanent card, they put it onto the battlefield.

Empyrial Archangel

Shroud (This creature can't be the target of spells or abilities.)
All damage that would be dealt to you is dealt to Empyrial Archangel instead.

Junji, the Midnight Sky

When Junji, the Midnight Sky dies, choose one —
• Each opponent discards two cards and loses 2 life.
• Put target non-Dragon creature card from a graveyard onto the battlefield under your control. You lose 2 life.

Clone Legion

For each creature target player controls, create a token that's a copy of that creature.

Drach'Nyen

Echo of the First Murder — When Drach'Nyen enters, exile up to one target creature.
Daemon Sword — Equipped creature has menace and gets +X/+0, where X is the exiled card's power.
Equip {2} ({2}: Attach to target creature you control. Equip only as a sorcery.)

Sakashima's Protege

Flash

Animate Library

Enchant your library
Enchanted library is an artifact creature on the battlefield with power and toughness each equal to the number of cards in it. It's still a library.
If enchanted library would leave the battlefield, exile Animate Library instead.

Angel of Suffering

Flying
If damage would be dealt to you, prevent that damage and mill twice that many cards.

Satoru Umezawa

Whenever you activate a ninjutsu ability, look at the top three cards of your library. Put one of them into your hand and the rest on the bottom of your library in any order. This ability triggers only once each turn.
Each creature card in your hand has ninjutsu {2}{U}{B}.

The Lord of Pain

Menace
Your opponents can't gain life.
Whenever a player casts their first spell each turn, choose another target player. The Lord of Pain deals damage equal to that spell's mana value to the chosen player.

Stack of Paperwork

When Stack of Paperwork enters, draw a card.
Combat damage uses the stack. (Combat damage assignment can be responded to before damage is dealt.)

Modular Monstrosity

Whenever an opponent casts a spell, you have five seconds to choose a keyword you haven't chosen for a card named Modular Monstrosity today that's been printed on a creature card. If you do, Modular Monstrosity gains that ability. Otherwise, Modular Monstrosity loses all keyword abilities.

Wakening Sun's Avatar

When Wakening Sun's Avatar enters, if you cast it from your hand, destroy all non-Dinosaur creatures.

Clever Impersonator

You may have Clever Impersonator enter as a copy of any nonland permanent on the battlefield.

Bureaucracy

Pursuant to subsection 3.1(4) of Richard's Rules of Order, at the beginning of the upkeep of each participant in this game of the Magic: The Gathering® trading card game (hereafter known as "PLAYER"), that PLAYER performs all actions in the sequence of previously added actions (hereafter known as "ACTION QUEUE"), in the order those actions were added, then adds another action to the end of the ACTION QUEUE. All actions must be simple physical or verbal actions that a player can perform while sitting in a chair, without jeopardizing the health and security of said PLAYER.
When any PLAYER does not perform all the prescribed actions in the correct order, sacrifice Bureaucracy and said PLAYER discards their complement of cards in hand (hereafter known as "HAND").

Sakashima's Student

You may have Sakashima's Student enter as a copy of any creature on the battlefield, except it's a Ninja in addition to its other creature types.

Until your next turn, your life total can't change and you gain protection from everything. All permanents you control phase out. (While they're phased out, they're treated as though they don't exist. They phase in before you untap during your untap step.)

It Came from Planet Glurg

You may have It Came from Planet Glurg enter as a copy of X different creatures on the battlefield. (It has their total power, total toughness, combined mana costs, all text boxes, names, art, and so on.)

Choose two —
• Return target permanent to its controller's hand.
• Draw two cards, then discard a card.
• Change the target of target spell with a single target.
• Turn over target nontoken creature.

The Balrog of Moria

Trample, haste
When The Balrog of Moria dies, you may exile it. When you do, for each opponent, exile up to one target creature that player controls.
Cycling {3}{R} ({3}{R}, Discard this card: Draw a card.)
When you cycle The Balrog of Moria, create two Treasure tokens.

Koma, Cosmos Serpent

This spell can't be countered.
At the beginning of each upkeep, create a 3/3 blue Serpent creature token named Koma's Coil.
Sacrifice another Serpent: Choose one —
• Tap target permanent. Its activated abilities can't be activated this turn.
• Koma, Cosmos Serpent gains indestructible until end of turn.

Torrential Gearhulk

Flash
When Torrential Gearhulk enters, you may cast target instant card from your graveyard without paying its mana cost. If that spell would be put into your graveyard, exile it instead.

Lucius the Eternal

Haste
Armour of Shrieking Souls — When Lucius the Eternal dies, exile it and choose target creature an opponent controls. When that creature leaves the battlefield, return Lucius the Eternal from exile to the battlefield under its owner's control.

Earl of Squirrel

Squirrellink (Damage dealt by this creature also causes you to create that many 1/1 green Squirrel creature tokens.)
Creature tokens you control are Squirrels in addition to their other creature types.
Other Squirrels you control get +1/+1.

Do-Over

Restart the turn, except with Do-Over in exile. (First, return all cards to where they were as the turn began. For information from hidden zones like the hand, reconstruct as best you can, and do the rest at random.)

Sultai Charm

Choose one —
• Destroy target monocolored creature.
• Destroy target artifact or enchantment.
• Draw two cards, then discard a card.

Queen Marchesa

Deathtouch, haste
When Queen Marchesa enters, you become the monarch.
At the beginning of your upkeep, if an opponent is the monarch, create a 1/1 black Assassin creature token with deathtouch and haste.

Mishra, Tamer of Mak Fawa

Permanents you control have "Ward—Sacrifice a permanent."
Each artifact card in your graveyard has unearth {1}{B}{R}. ({1}{B}{R}: Return the card from your graveyard to the battlefield. It gains haste. Exile it at the beginning of the next end step or if it would leave the battlefield. Unearth only as a sorcery.)

Gather Specimens

If a creature would enter the battlefield under an opponent's control this turn, it enters under your control instead.

Brainstorm

Draw three cards, then put two cards from your hand on top of your library in any order.

Flame of Anor

Choose one. If you control a Wizard as you cast this spell, you may choose two instead.
