Agent's Toolkit enters the battlefield with a +1/+1 counter, a flying counter, a deathtouch counter, and a shield counter on it. (If it would be dealt damage or destroyed, remove a shield counter from it instead.)
Whenever a creature enters the battlefield under your control, you may move a counter from Agent's Toolkit onto that creature.

Vivid Creek

Vivid Creek enters the battlefield tapped with two charge counters on it.

The Night of the Doctor

(As this Saga enters and after your draw step, add a lore counter. Sacrifice after II.)
I — Destroy all creatures.
II — Return target legendary creature card from your graveyard to the battlefield. Put your choice of a first strike, vigilance, or lifelink counter on it.

Out of the Tombs

At the beginning of your upkeep, put two eon counters on Out of the Tombs, then mill cards equal to the number of eon counters on it.
If you would draw a card while your library has no cards in it, instead return a creature card from your graveyard to the battlefield. If you can't, you lose the game.

Arcane Signet

Whenever a permanent you control leaves the battlefield, if it had counters on it, put those counters on target permanent you control.
{4}{W}: Move any number of counters from target permanent you control to another target permanent you control.

Chromatic Armor

As Chromatic Armor enters the battlefield, choose a color.
Chromatic Armor enters the battlefield with a sleight counter on it.
Prevent all damage that would be dealt to enchanted creature by sources of the last chosen color.

{T}, Remove a coin counter from Noble's Purse: Create a Treasure token. (It's an artifact with "{T}, Sacrifice this artifact: Add one mana of any color.")

Lae'zel, Vlaakith's Champion

If you would put one or more counters on a creature or planeswalker you control or on yourself, put that many plus one of each of those kinds of counters on that permanent or player instead.
Choose a Background (You can have a Background as a second commander.)

Varolz, the Scar-Striped

Each creature card in your graveyard has scavenge. The scavenge cost is equal to its mana cost. (Exile a creature card from your graveyard and pay its mana cost: Put a number of +1/+1 counters equal to that card's power on target creature. Scavenge only as a sorcery.)
Sacrifice another creature: Regenerate Varolz, the Scar-Striped.

Icatian Moneychanger

Icatian Moneychanger enters the battlefield with three credit counters on it.
When Icatian Moneychanger enters the battlefield, it deals 3 damage to you.
At the beginning of your upkeep, put a credit counter on Icatian Moneychanger.
Sacrifice Icatian Moneychanger: You gain 1 life for each credit counter on Icatian Moneychanger. Activate only during your upkeep.

Promise of Loyalty

Each player puts a vow counter on a creature they control and sacrifices the rest. Each of those creatures can't attack you or planeswalkers you control for as long as it has a vow counter on it.

Flux Channeler

Whenever you cast a noncreature spell, proliferate. (Choose any number of permanents and/or players, then give each another counter of each kind already there.)

Denry Klin, Editor in Chief

Denry Klin, Editor in Chief enters the battlefield with your choice of a +1/+1, first strike, or vigilance counter on it.
Whenever a nontoken creature enters the battlefield under your control, if Denry has counters on it, put the same number of each kind of counter on that creature.

Aurification

Whenever a creature deals damage to you, put a gold counter on it.
Each creature with a gold counter on it is a Wall in addition to its other creature types and has defender. (Those creatures can't attack.)
When Aurification leaves the battlefield, remove all gold counters from all creatures.

Instrument of the Bards

At the beginning of your upkeep, you may put a harmony counter on Instrument of the Bards.
{3}{G}, {T}: Search your library for a creature card with mana value equal to the number of harmony counters on Instrument of the Bards, reveal it, and put it into your hand. If that card is legendary, create a Treasure token. Then shuffle.

Tome of Legends

Tome of Legends enters the battlefield with a page counter on it.
Whenever your commander enters the battlefield or attacks, put a page counter on Tome of Legends.

Court of Garenbrig

When Court of Garenbrig enters the battlefield, you become the monarch.
At the beginning of your upkeep, distribute two +1/+1 counters among up to two target creatures. Then if you're the monarch, double the number of +1/+1 counters on each creature you control.

Black Market

Whenever a creature dies, put a charge counter on Black Market.
At the beginning of your precombat main phase, add {B} for each charge counter on Black Market.

Fraying Line

When Fraying Line enters the battlefield, put a rope counter on target creature you control.
At the beginning of each player's upkeep, that player may pay {2}. If they do, they put a rope counter on a creature they control. Otherwise, exile Fraying Line and each creature without a rope counter on it, then remove all rope counters from all creatures.

Investigator's Journal

Investigator's Journal enters the battlefield with a number of suspect counters on it equal to the greatest number of creatures a player controls.

As Luck Would Have It

Whenever you roll a die, put a number of luck counters on As Luck Would Have It equal to the result. Then if there are 100 or more luck counters on As Luck Would Have It, you win the game. (Count both rolls if you reroll a die.)

Crowded Crypt

Whenever a creature you control dies, put a corpse counter on Crowded Crypt.
{4}{B}{B}, {T}, Sacrifice Crowded Crypt: Create a 2/2 black Zombie creature token with decayed for each corpse counter on Crowded Crypt. (A creature with decayed can't block. When it attacks, sacrifice it at end of combat.)

Grateful Apparition

Flying
Whenever Grateful Apparition deals combat damage to a player or planeswalker, proliferate. (Choose any number of permanents and/or players, then give each another counter of each kind already there.)

Edifice of Authority

{1}, {T}: Target creature can't attack this turn. Put a brick counter on Edifice of Authority.
{1}, {T}: Until your next turn, target creature can't attack or block and its activated abilities can't be activated. Activate only if there are three or more brick counters on Edifice of Authority.

Scavenging Ghoul

At the beginning of each end step, put a corpse counter on Scavenging Ghoul for each creature that died this turn.
Remove a corpse counter from Scavenging Ghoul: Regenerate Scavenging Ghoul.

Exotic Orchard

{T}: Add one mana of any color that a land an opponent controls could produce.

Forest

Feed the Swarm

Destroy target creature or enchantment an opponent controls. You lose life equal to that permanent's mana value.

Blood Curdle

Destroy target creature. Put a menace counter on a creature you control. (It can't be blocked except by two or more creatures.)

Chronozoa

Flying
Vanishing 3 (This creature enters the battlefield with three time counters on it. At the beginning of your upkeep, remove a time counter from it. When the last is removed, sacrifice it.)
When Chronozoa dies, if it had no time counters on it, create two tokens that are copies of it.

Winding Constrictor

If one or more counters would be put on an artifact or creature you control, that many plus one of each of those kinds of counters are put on that permanent instead.
If you would get one or more counters, you get that many plus one of each of those kinds of counters instead.

Keensight Mentor

When Keensight Mentor enters the battlefield, put a vigilance counter on target non-Human creature you control.
{1}{W}, {T}: Put a +1/+1 counter on each creature you control with vigilance.

Leech Bonder

Leech Bonder enters the battlefield with two -1/-1 counters on it.
{U}, {Q}: Move a counter from target creature onto a second target creature. ({Q} is the untap symbol.)
