This deck is weird, budget friendly, and full of combos to lock down opponents and win the game, so let's get into some of the interesting interactions that make this list so powerful. \n\tKaho, the commander, is the main driving force of the deck. The fact that she can search for three instants when she enters the battlefield can often mean she can set you up for a win the first time she is cast. The most aggressive 3 instants you want to find with her to win are Dramatic Reversal, Cerulean Wisps, and Pact of Negation. All you need from there are enough nonland permanents that can tap for 3 or more mana. This can be achieved with mana rocks alone, or a single rock that produces 2 mana and a creature such as Kelpie Guide, Clever Conjurer, etc. Simply cast Dramatic Reversal with Kaho's ability, untap your mana engine and Kaho, then tap her again to cast Dramatic Reversal, netting infinite colorless (or sometimes blue) mana. From there, tap Kaho again casting Cerulean Wisps targeting Kaho. This will untap her and draw you a card. From there, you can draw out your whole deck, play mana rocks as needed for blue mana. To win, you can cast Shared Fate and continuously draw out your opponents instead of yourself when prompted to draw from Cerulean Wisps. Obviously, casting Kaho to find these instants is a sure way to become enemy number 1 at the table, so there are other sneaky options for setting up your win without seeming like it. Instead of finding dramatic reversal right away, you can find Essence Flux, Brainstorm, and any other instant of your choice. Brainstorm serves as a way of getting cards in your hand back into your deck so Kaho can find them with her ETB, and Essence Flux serves a dual purpose to protect Kaho from removal while also giving you the ability to blink her on someone's end step to find your combo pieces right before your turn. Brainstorm, Essence Flux, and some third instant is much less threatening on the board than a straight up win condition. It's also important to note that it's probably not a great idea to tap out to cast her. She doesn't have haste, blue can't give haste consistently, and other players will be weary of her ability regardless of what you find. I included a lot of cheap countermagic for trying to keep her on the board until your next turn. Kaho doesn't always need to try to win fast. In fact, the more set up your board is with untap effects and mana to spare, the more work she can do. \n\tLet's say someone exiled your dramatic reversal somehow before you were able to exile it with Kaho. There's another infinite draw combo in this deck that can help you find that win. All you need is to find Evermind with Kaho and draw into Teller of Tales. Kaho can cast Evermind by paying zero mana and tapping because the CMC of Evermind is zero, and since it is an arcane spell, Teller of Tales will trigger and untap Kaho. This will let you draw as many cards as you want at instant speed. Still having trouble drawing out? Cerulean Wisps on its own is an insane draw engine. If you have any mana to spare at the end step before your turn, you can pump all of it into casting Cerulean Wisps over and over to draw that many cards.\n\tYet another win combo in the deck (and possibly my favorite) comes in the combination of Pact of Negation and Sudden Substitution. If you find these two instants with Kaho you have one untap creature or spell, your opponents who aren't playing blue are suddenly in a whole lot of trouble. Wait until one of your opponents casts a spell, then tap Kaho and cast Pact of Negation for free, targeting that spell. Then use your Kelpie Guide or Twiddle or whatever you have to untap Kaho on the stack. Cast Sudden Substitution targeting your own Pact of Negation and donate it to whichever opponent you want, exchanging it for one of their creatures. Then watch as they have no choice but to counter their own spell, and wait to lose the game on their upkeep. Everyone in the table playing blue? No problem! Pact of Negation adn Sudden Substitution are insanely good on their own and should be tutored for with Kaho anyway because of how much control they exert on the game. Plus, if you get infinite mana with Kaho+Dramatic Reversal, you can always donate copies of Pact to your opponents for every spell they cast (so long as they have a creature to trade with) which will inevitably result in a win for you, even if you don't draw them out with Shared Fate. \n\tNow, this deck isn't entirely build around winning with these infinite draw combos. They are merely there to guarantee a win condition amidst the crazy weird stuff this deck wants to be doing normally. One of my favorite cards in magic has always been Artificial Evolution, and I wanted to find a good place for it in EDH. Kaho's ability to tutor for it and cast it repeatedly made her the ideal Commander to feature it, so I started looking into what kinds of tribal cards I could manipulate to my advantage by casting Artificial Evolution over and over. It is important to note that having access to changing creature types and text permanently is deadly against any other player running a tribal deck. Imagine a Sliver Queen that could only tutor for Jellyfish... Cards like Necroduality, Pyre of Heroes, and Grell Philosopher are insanely strong when creature type is no longer a limiting factor. Cards such as Hivestone (when paired with Artificial Evolution) and Maskwood Nexus are also there to help give your creatures additional tribal utility with cards like Lullmage Mentor.\n\tAnother thing blue can do is permanently change text for color with Sleight of Mind. When having access to instant speed rewriting tools, unplayable cards such as Wrath of Marit Lage, Douse, and Chill can suddenly turn into brutal stax pieces that can change to fit the board state at will. The viability of these cards is partly why this deck is so budget friendly! I chose to have only one of these rewriting effects in the deck because I wanted to keep other card slots open for other cool interactive tools, but redundancies can always be slotted in as per the player's preference. \n\tThis deck is meant to be played responsively to what kinds of decks its up against, and what is in its opening hand. Going up against a Voltron strategy? Fetch Enchantment Alteration and Grip Of Phyresis to steal their Auras and Equipment. Want to have cool stuff like your opponents? Find and hold up a Theoretical Duplication that you can cast over and over whenever someone plays something you think you'd like. You can also turn player's nasty stuff into nice stuff with Mystic Reflection. \n\nThere is still so much I can say about this deck and how it works, but I'll leave you some room to explore the list for yourself. At the end of the day, this deck is designed to find innovative and creative solutions to typical in-game problems. Of course, including more fast mana and the like would improve the deck's ability to win early, but I think doing so would deprive everyone in the playgroup of some really wacky and diverse games.
