When this creature leaves the battlefield, target opponent creates an X/X blue Orb creature token with flying, where X is the number of +1/+1 counters on this creature.

As long as there is exactly one tide counter on this creature, it gets -1/-1.
As long as there are exactly three tide counters on this creature, it gets +1/+1.
Whenever there are four or more tide counters on this creature, remove all tide counters from it.

Eye of the Storm

Whenever a player casts an instant or sorcery card, exile it. Then that player copies each instant or sorcery card exiled with this enchantment. For each copy, the player may cast the copy without paying its mana cost.
